Deuteronomy 20:12

Hebrew	וְאִם לֹ֤א תַשְׁלִים֙ עִמָּ֔ךְ וְעָשְׂתָ֥ה עִמְּךָ֖ מִלְחָמָ֑ה וְצַרְתָּ֖ עָלֶֽיהָּ
ESV	But if it makes no peace with you, but makes war against you, then you shall besiege it.
